and Assembly Bill No. A-1571, requiring insurance coverage of
hearing aids for children.

Hearing loss is the most common congenital anomaly found in newborns.
Each year in the United States, 4,000 children (1 per 1,000 live births) are
born with a profound hearing loss and another 37,000 (approximately 1% of
all live births) have milder degrees of loss that can also have a significant
impact on their speech, language and educational development.
Any degree of hearing loss can be educationally detrimental for children.
Even children with mild to moderate hearing losses can miss up to 50
percent of classroom discussions.
Unmanaged hearing loss in children can affect their speech and language
development, academic capabilities and educational development, and self-
image and social/emotional development.
Children with hearing loss who are identified in the first months of life and
receive appropriate intervention before 6 months of age can develop
language comparable to their hearing peers.
For these reasons, the New Jersey Chapter of the Alexander Graham Bell
Association for the Deaf and Hard of Hearing strongly supports the
passage of the following Bills:
A1571: This is Grace's Law. Primary Sponsors are Assemblyman Neil
Cohen and Assemblyman Joseph Roberts. This bill requires health
insurers, State Health Benefits and NJ Family Care to provide coverage for
hearing aids not to exceed $1000 for each ear for children 15 and younger
every 24 months.
S467: This is also Grace's Law. Primary Sponsors are Senator Barbara
Buono. his bill requires health insurers, State Health Benefits and NJ Family
Care to provide coverage for hearing aids not to exceed $1000 for each ear
for children 15 and younger every 24 months.
The Alexander Graham Bell Association for the Deaf and Hard of Hearing

promoting the use of spoken language by children and adults with hearing
loss. Members include parents of children with hearing loss, adults who
are deaf or hard of hearing, educators, audiologists, speech-language
pathologists, physicians and other professionals in fields related to hearing
